Below is an important update from HPD regarding the UAP, MIH, 485-x, 467-m, and 421-a programs that may create additional flexibility and planning opportunities for your project.
As previously circulated, HPD’s 2026 AMI workbooks introduced revised rent calculations for studio apartments, resulting in lower allowable studio rents compared to the 2025 workbooks, while units that are 1BR and larger, experienced rent increases. HPD has now announced that applicants may temporarily choose to utilize either the 2025 or 2026 workbook for these programs until the 2027 AMI is adopted.
For your convenience, we have attached both the 2025 and 2026 rent charts for comparison.
Note that projects must utilize one workbook consistently in its entirety — meaning a project cannot combine rent figures from different years (for example, using 2025 studio rents and 2026 1BR rents). The selected AMI year must be applied across all unit types within the project.
Depending on your project’s unit mix, this change may have a significant impact on projected rental income, affordability calculations, and overall project economics.
